Why Fax Doesn't Work Over SIP Lines (And What to Do Instead)

The Short Answer

Fax was designed for the old telephone network, not the internet. Even when your phone system supports T.38 (a fax-over-IP standard), fax over SIP lines remains unreliable in a Hosted PBX environment because of how voice-over-IP networks handle data. Fax over standard SIP lines is not supported, but we offer three fully supported alternatives that work reliably.

Why Fax and SIP Don't Mix Well

Think of fax as a conversation between two fax machines that requires perfect timing and a noise-free line. Traditional phone lines (like PRIs or POTS lines) were built for exactly this: a dedicated, consistent connection from point A to point B.`

SIP lines work differently. Voice calls are broken into small data packets and sent across the internet, where they may take slightly different paths before being reassembled at the other end. For a voice call, this works great. Your ear naturally fills in tiny gaps. But a fax machine has no such tolerance. It needs every piece of data to arrive in order, on time, with no jitter or delay. A fraction of a second of inconsistency can cause a fax to fail.

What About T.38?

T.38 is a standard designed to make fax transmission more reliable over IP networks. It adds error correction and helps compensate for some of the variability in internet connections.

So why doesn't it solve the problem?

T.38 helps, but it requires both ends of the connection to support and negotiate T.38 in the same way. In a Hosted PBX environment, fax signals pass through multiple network layers, including your local internet connection, the SIP trunk, and the cloud platform. Any inconsistency at any point in that chain can break the fax session.

Even with T.38 enabled on a PBX with built-in analog ports, the underlying internet path introduces enough variability that fax transmissions become unpredictable. Because the Hosted PBX cannot control every variable along that path, we cannot guarantee reliable fax delivery over SIP and therefore do not offer it as a supported configuration.

Supported Fax Solutions

Consider one of these three reliable alternatives. The right one depends on your workflow.

1. HTTPS Fax - ATA Device (Analog Telephone Adapter)

An ATA is a small device that connects your physical fax machine to the network. It handles the conversion between the analog signal your fax machine produces and the digital format the network uses in a controlled, purpose-built way that bypasses the T.38 reliability issues.

Best for: Businesses that need to keep their physical fax machine and want a plug-and-play solution.

2. Internet Fax (Digital Fax Line)

A dedicated internet fax number that sends and receives faxes digitally, without requiring a physical fax machine. Faxes are received as email attachments (PDF) and can be sent from a computer or compatible application.

Best for: Businesses moving away from physical fax machines that want a simple, paper-free option.

3. Portal Fax

Portal Fax is an integrated fax solution built into the Hosted PBX portal. It allows users to send and receive faxes directly through the portal, either using their existing phone number or a dedicated fax number.

Best for: Businesses that want fax capability integrated directly into their Hosted PBX without any extra hardware.

Migrating From a PRI?

If you are transitioning from a PRI to a Hosted PBX and currently use analog fax ports on your PBX, the most seamless path is typically one of the following:

  • Keep your fax number and migrate it to an Internet Fax line or Portal Fax, so your customers experience no disruption.
  • Use an ATA for each physical fax machine you need to retain, and connect it to your local network.
