We have encountered a scenario in which a router running the Tomato firmware would only let one phone register at a time. We were able to resolve this problem by entering the router settings, under ‘Advanced’ and then ‘Conntrack/Netfilter’, where we enabled the SIP option for ‘Tracking/NAT Helpers.’ The router on which this was encountered was an Asus RT N16 but this issue and resolution may apply for other routers running Tomato.
